Informazioni Azienda :Background Launched on 1st Nov 2010 and running until 31st Oct 2013 the EU SME Centre is operated by a consortium of European Chambers of Commerce, led by the China-Britain Business Council and includes the Benelux, French, German, Italian and Spanish Chambers in Beijing, as well as the European Union Chamber of Commerce in China and Eurochambres. The overall objective of the EU SME Centre is to contribute to improving the trade and economic relations between the EU and China and to further Europe’s interests vis-à-vis China. The EU SME Centre will achieve this by helping EU SMEs overcome barriers and constraints they face on their efforts to invest in or export to the Chinese market.

Qualifiche ed Educazione :
Expert Profile • Relevant education in the field of business administration, legal or other related field. Extensive work experience can substitute Educational background. • Excellent knowledge of the Chinese quality infrastructure and certification of products on the Chinese market. • Minimum 10 years of work experience with a minimum of 3 year of experience related to standards and labelling. • Excellent English drafting skills

Activity Summary
This activity will provide a guideline covering the market access requirements for Machinery equipment and components. The guideline should cover as comprehensively as possible the different regulatory and conformity assessment challenges that SMEs will face when exporting into China.

Specific Task
Based on the approach and templates of previous EU SME Centre technical guidelines, the non-Key Expert will write the guidelines including:

1. Overall introduction of the main regulatory and conformity assessment schemes applicable to Machinery equipment and components. The expert will highlight similarities and main differences with the European legislation. The purpose of this task is to provide in a simple and straightforward manner with what SMEs should be doing different when accessing the Chinese market compare to placing their products on the European one.

2. Summarise the main market access challenges for EU SMEs when exporting into China.

3. Identification of the main Chinese regulations and implementing rules. The expert will provide a brief summary of the regulatory objective of each main regulations and the Ministry or governmental body in charge of its implementation including contact details of relevant departments.

4. Description of Chinese technical requirements. Identification of the main Chinese National and Professional standards related to Machinery equipment and components and their level of harmonisation with international practices and in particular with EN Harmonised Standards.

5. Identification of the relevant Chinese Technical Committees and drafting organisations with relevant contact details.

6. Detailed introduction to each step for successfully comply with the main Machinery equipment and components market access requirements and provide general advice for exporters, including an estimation of time and costs associated to it.

7. Listing of existing resources, documentation in English, and organisations that may offer support to companies, e.g. existing manuals developed by Chinese authorities, translation of relevant legislation, Chinese industry associations, European association with presence in China, etc…

Timetable
The task should commence April 1st 2012 and end no later than 30th April 2012.
